Record Number of Bills Filed in 2025 Texas Legislative Session, but Few Expected to Pass

The 89th Texas Legislature has witnessed an unprecedented surge in legislative activity. As of the March 14, 2025, filing deadline, lawmakers introduced a record-breaking 8,607 bills—surpassing the previous session’s total of 8,046.

Despite this legislative fervor, the path from bill filing to enactment remains arduous. Historically, only about 20% of filed bills become law in Texas. This trend suggests that, out of the thousands introduced, only a fraction will ultimately be enacted.
